GC2012 rejects constitutional amendment on set-aside bishop.

After a lengthy floor debate, the General Conference has rejected calendar item #219, which changes the UM constitution to allow for a non-residential bishop appointed as the president of the Council of Bishops. Although the measure had a majority of the votes, it did not receive the 2/3 number of votesneeded to approve a constitutional amendment.
